By maintaining the political structure that organized the genocide, Hutu refugee leaders exploit their compatriots by torturing them and syphoning aid goods in the hope to take back the country, now lost to Tutsi rebels. Security in the camp exacerbates especially when one of the high profile Hutu extremist Jean-Baptiste Gatete "the Butcher of Murambi" enters the camp. Alarmed, some aid agencies hold a 'humanitarian strike' to pressurize the UNHCR who are in charge of assisting the refugees to provide proper protection, especially for refugees who are under threat.As Ken and the aid workers grapple with the reality that the refugees are genociders, their conscience is torn by the dilemma between justice and humanity: which has priority?
